1. Military Junta Burns Down Earthquake-Affected Village Without Any Battle

The People’s Democratic Force (PDF) confirmed that the military junta launched an arson attack on Kyauk Pyin Kan village in Nyaung-U Township, Mandalay Region, despite no clashes occurring. The village, already suffering from earthquake damage, was further devastated by junta forces through indiscriminate burning.

Additionally, internally displaced civilians were reportedly shelled with 60mm mortars and shot at with small arms. Junta forces also burned down makeshift shelters where displaced people were residing. During the first attack, 12 houses were torched, and property worth approximately 50 million MMK was looted by Pyu Saw Htee militia and junta soldiers.

2. Junta Drops 500-Pound Bombs on Mindat Town Again

According to Zalen News, Mindat, Chin State, was bombed by the junta for two consecutive days. On April 2, at around 1:30 PM, four 500-pound bombs were dropped twice, though details on casualties and damage are yet to be confirmed.

On April 1, at around 10:30 AM, the junta carried out an airstrike near the Wakaung Guesthouse in the eastern part of Mindat, causing destruction to civilian homes. Since the Chin Brotherhood seized control of the town, the junta has conducted at least three aerial bombardments.

Despite declaring a week-long national mourning period for the earthquake victims, the junta has continued launching airstrikes across the country.

1. KIO/KIA Declares Ceasefire Until April 22 and Urges Military to Comply

April 3

The Kachin Independence Organization/Kachin Independence Army (KIO/KIA) has announced a ceasefire until April 22 and has urged the military to abide by this declaration.

Following the military council’s April 2 announcement of a temporary ceasefire from April 2 to April 22, the KIO/KIA responded with their own statement, emphasizing that the military must also comply.

The KIO/KIA stated that they will suspend offensive attacks during this period, except for defensive actions.

According to the KIO/KIA, the military council’s ceasefire announcement was made to facilitate relief efforts following the March 28 powerful earthquake.

The KIO/KIA stressed that the ceasefire conditions outlined in Section 4 of the military council’s statement must be followed not only by ethnic resistance forces but also by the military itself.

Section 4 of the military council’s statement prohibits attacks on military bases and headquarters, recruitment, preparation for attacks, and territorial expansion by armed groups during the ceasefire period, warning that any violations would result in retaliatory actions.

KIO Deputy Commander Major General Gwan Maw noted that disaster recovery efforts require a long-term commitment, and therefore, all parties involved in the conflict, including the military council (SAC), must respect the ceasefire.

On March 29, the National Unity Government (NUG) announced a suspension of all military offensives from March 30 to April 12 in areas affected by the earthquake to ensure humanitarian assistance can be delivered.

Additionally, on April 1, the Three Northern Alliance groups declared a one-month ceasefire in conflict zones to allow for effective disaster relief operations.

2. Military Airstrike in Kanpetlet Township Causes Civilian Casualties and Property Damage

April 3

An airstrike by the military council in Kanpetlet Township, Chin State, has resulted in civilian casualties and destruction of homes and government offices, according to the township administration.

At 1:15 PM on April 2, fighter jets carried out multiple airstrikes, damaging civilian homes and government buildings.

The attack destroyed five civilian houses, as well as the Township General Administration Office, the Village Tract Administration Office, the Election Commission Office, the Township Development Office, and a monastery building—totaling 20 structures.

Authorities have warned residents in Kanpetlet town and nearby villages to remain vigilant against further airstrikes.

According to local sources, the military council has conducted airstrikes in Kanpetlet and Mindat Townships in Chin State despite no ongoing clashes in these areas.

Reports also indicate similar structural damages in Mindat Township due to the airstrikes.

As Myanmar citizens continue to suffer from the earthquake crisis, the military council has faced widespread condemnation for carrying out continued air attacks. In response to the criticism, they declared a temporary ceasefire until April 22 on the night of April 2.

3. Clashes Erupt in Waingmaw After Military’s Ceasefire Declaration

April 3

Despite announcing a 20-day ceasefire for earthquake relief on April 2, the military council launched artillery attacks in Waingmaw Township, Kachin State, on April 3, leading to renewed clashes, according to local sources.

The military had declared a temporary ceasefire from April 2 to April 22, claiming it was to facilitate humanitarian and reconstruction efforts for earthquake-affected civilians.

However, on the morning of April 3, artillery shelling and military movements were reported in Waingmaw, triggering clashes with KIA forces.

At 8:15 AM, the military’s Light Infantry Battalion 58 fired continuous artillery shells toward KIA-controlled areas from Myitkyina and Lon Myaing concrete bridge, according to local sources.

Reports indicate that the military launched an offensive attack as the KIA and allied forces maintained control over the northern part of Lon Myaing village.

Additionally, at 6:00 AM on April 3, a Y-12 aircraft from the Air Force Base in Meiktila dropped 31 bombs on Inn Daw Township, Sagaing Region, according to the National Aviation Security (NAS) monitoring group.

In response to the military council’s temporary ceasefire announcement, the KIO has also declared a 20-day ceasefire but warned that the military must adhere to its own ceasefire commitment.

4. Woman Killed as Military Shells Village Despite Civilian Hardships

April 3

A woman was killed after the military council shelled a civilian village in Karen State, disregarding the hardships already caused by war and natural disasters, according to a statement released by the Karen National Union (KNU) on April 3.

The attack occurred on the evening of April 1 in Kyainseikgyi Township, Dooplaya District, despite no ongoing clashes in the area.

At 5:30 PM, the military’s SAC-12 Battalion Artillery Unit launched five 120mm artillery shells from its outpost in Taung Myauk Kone, one of which exploded in Wizzar Kon Village, killing a 57-year-old woman.

According to the KNU, the woman was hit in the chest by shrapnel and died instantly after falling backward and hitting her head on a wooden pole.

Across the country, civilians are already suffering from war-related displacement and earthquake destruction, yet the military continues to indiscriminately attack non-military targets such as religious buildings, public hospitals, clinics, and schools, the KNU stated.
