Myanmar Spring Revolution Morning Fresh News for 2023 December 7

1. The Interim Local Administration Central Committee (ILACC) held a meeting with the township people’s administrative bodies of Mandalay and Magway Divisions

On December 6, at 1:00 p.m., the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Mandalay and Magway Divisions (43/2023) was held.

At the meeting, Union Minister for Labour U Nai Tun Pe @ U Nai Suwunna, a member of ILACC, gave an opening speech.

Following, officials from ministries explained the activities of relevant ministries, and then members of the township people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.

Led by Union Minister U Nai Suwunna, the meeting was attended by Permanent Secretaries, Associate Secretaries, and officials from ministries, and members of the township people’s administrative bodies of Mandalay and Magway Divisions.

2. Formation of the CDM Civil Servants Council in Mon State

A statement was released on December 1 that the employees of Mon State who participated in the non-violent civil disobedience movement (CDM) against the coup d’état have formed the CDMCDM Civil Servants Council in Mon State (CCSC-MON).

CCSC-MON was formed on November 23, with the aim of establishing a group representing CDMs in Mon State.

The council is made up of 3 groups: the education CDM civil servants group, the health CDM civil servants group, and the CDM civil servants group from other departments.

This council is for CDM state employees in Mon State to participate more broadly, CDM civil servants, non-CDM who entered the legal fold, interim staff mechanism and other necessary policies to emerge, and a capacity-based staff mechanism to be built.

“I want to be precise about what action will be taken regarding the non-CDMs. I don’t want to have to go back to work under some of the people who severely oppressed CDMs,” said a CDM health worker in Thaton Township.

Like other states and regions, CDM employees in Mon State were pressured to return to work using various methods of the military council, arrested and examined, restricted from traveling abroad, evicted from their homes, and unjustly arrested.

The National Unity Government (NUG) announced last August that there are still more than 300,000 civil servants participating CDMs, although some have returned to work due to severe repression by the military council and difficulties in family livelihoods.

3. Karenni Interim Hluttaw passed the Karenni State Police Law

The Interim Executive Council of Karenni State (IEC) announced on December 6 that the Karenni State Police Law has been revised to facilitate police work under the Karenni State government, a member of the future Federal Democratic Union.

The formation of the Karenni State Police (KSP) is a collaborative effort between the CDM police and individuals who have a keen interest in police work. This initiative is established under the political guidance of the Karenni State Consultative Council (KSCC).

The Karenni State Interim Hluttaw has also informed that the Karenni State Police Law has been enacted in accordance with the Karenni State Interim Plan.

The Karenni State Police (KSP) was formed with the objectives of working as a Karenni State Police Department with strong public participation and high efficiency for the security and law enforcement of Karenni State, providing public-centered services in cooperation with local residents, and emphasizing crime prevention. It is stated that those from the rank of police constable to the rank of police chief will be included in the formation.

It was also informed that in addition to the laws and regulations enacted by the Karenni State Interim Hluttaw, the Geneva Convention issued by the United Nations will be strictly followed.

The Karenni Police Law has 9 chapters, including police department structure and position requirements, duties, powers and ethics, rules and punishments, police uniforms, salaries, food and benefits.

4. A clinic was opened to provide health care to the people in Ayadaw Township

It is reported that 1 clinic has been opened in Ayadaw Township, Sagaing Division, so that the local people can get health care.

The clinic was opened on December 5 by the leader of the people’s administrative body of Ayadaw Township, the township’s humanitarian officer, and the township’s health officer-mobile health worker.

In addition, the township health officer and the township humanitarian officer provided aid, according to the people’s administrative body of Ayadaw Township.

5. TNLA captured 2 more military council camps in Kyaukme and Namhkam

The TNLA News and Information Department announced on December 6 that they have captured 2 more terrorist military council camps in Kyaukme City and Namhkam Township in northern Shan State.

TNLA informed that the Military Council’s Mine Lone Camp in Kyaukme Township, Brigade-2 Military Region, Ta’ang State, was attacked and captured at around 8:00 p.m. on December 5, and the military council troops fled.

13 guns, including 80/60 mm heavy artillery, and military equipment were seized from the military council’s Mine Lone Camp.

Similarly, PSLF/TNLA forces captured the terrorist army’s Minewee base in Namhkam Township, Brigade-3 Military Area, at midnight on December 5.

It is said that the attack on Minewee Camp began on December 2 and was captured at 1:00 a.m. on December 6.

It has been informed that 10 guns, including 60 mm heavy artillery, ammunition and military equipment were seized from Minewee Camp.

The PSLF/TNLA forces of the Ta’ang Army have captured 53 camps of the terrorist military council from the beginning of the 1027 operation until December 5.

6. AA unveils howitzer canons captured from Taron Aing strategic hill camp

Arakan Army (AA) has revealed the Howitzer cannons that were seized from the Taron Aing strategic hill base of the terrorist military council in Paletwa Township, Chin State.

On the afternoon of December 4, the Arakan Army captured the military council base of Taron Aing strategic hill camp and displayed howitzers on December 6, claiming to be a commemorative photo of the victory of the Arakan soldiers.

The Arakan Army (AA) launched an offensive attack on the military-important Taron Aing strategic hill camp and the Nuu Buu strategic hill camp in Paletwa Township on November 14 at 6:00 a.m., and they were able to capture the Taron Aing strategic hill camp at a little over one o’clock in the afternoon on December 4, the 21st day of the offensive.

During the 21-day battle, there were casualties on both sides, and it was announced that weapons and ammunition were confiscated from the military council. 

The Taron Aing strategic hill camp has 2 helipads and was captured by the Arakan Army AA despite the counter-attack of the terrorist army using air support and heavy artillery support to prevent the camp from falling. 

At present, Arakan Army AA is attacking in an offensive to capture the Nuu Buu strategic hill camp, and the terrorist military council is defending it with a large number of fighter jets and heavy weapons.

7. Ngwe Dwin Military Council Camp in Ayadaw Township was attacked by dropping 9 bombs with Shar Htoo Waw technology

The Ngwe Dwin Revolution Force (NDRF) has informed that 9 bombs were dropped by Shar Htoo Waw technology on the military council camp of Ngwe Dwin, Ayadaw Township, Monywa District, Sagaing Division.

On the morning of December 5, the military council camp in Ngwe Dwin was bombed with the use of Shar Htoo Waw technology, according to an NDRF official.

He continued to say that during the aerial bombardment, a force of 30 military council troops and Pyu Saw Htee arrived, and a battle took place with the joint revolutionary forces for about half an hour.

In addition, the military council also hit the mines planted by the joint revolutionary forces, and a Pyu Saw Htee member from Ngwe Dwin Village was hit in the leg and seriously injured, a total of five people were injured.

The operation was carried out jointly by Ngwe Dwin Revolution Force (NDRF), People Defense MyinMu (MMU) PDF, Sagaing District Battalion-7 (MMU), Sagaing District Battalion-6 Company 1 (MMU), Sagaing District Battalion-4 (MS), and Myingyan Battalion-3 (Myaylatt PDF).

8. The second aid was given to the fire victims in Shwebo Township

According to Shwebo Township’s People Security Team, they went to the villages in Shwebo Township, Sagaing Division, to provide aid for the second time to the fire victims.

It is reported that a village’s administration and people defense forces contributed money, and Shwebo Township’s people administration and people security team together provided warm blankets on December 5.

9. Air defense and mine hazard prevention lecture and training in Yesagyo Township

It is reported that in a village in Yesagyo Township, Magway Division, students and villagers were given lectures and demonstrations on aviation and mine risk prevention.

The event was held on December 5 by the Township People’s Administrative Body, Township People’s Defense Force, Township People’s Security Force, Township Education Officer, Township Health Officer, and Township Humanitarian Officer.

In the event, the students and village residents were lectured about air defense, bomb pits, large arms and small arms and landmines, as well as practical demonstrations and rehearsals.
