Myanmar Spring Revolution Morning Fresh News for 2024 February 20

The Committee Representing Pyidaungsu Hluttaw (CRPH) held a virtual meeting with representatives from Sagaing Region on February 19.

U Aung Kyi Nyunt, the Chairman of CRPH, delivered the opening remarks. Subsequently, representatives from Sagaing Region offered updates on the current situation on the ground, followed by discussions. After that, the CRPH chairman and members discussed again and the participants suggested future activities.

According to a video surfaced on social media, NUG Defence Minister U Yee Mon and a leader of the Mandalay public strike, Dr. Tay Zar San, were present at an event organised by the Myanmar National Democratic Alliance Army (MNDAA) on February 9 in Laukkaing, the capital of Kokang Self-Administered Zone, also known as Special Region No. 1. The gathering included leaders from all members of the Northern Alliance, commonly referred to as the Three Brotherhood Alliance, which consists of the MNDAA, Ta’ang National Liberation Army (TNLA), and Arakan Army (AA). The alliance initiated Operation 1027 on October 17, 2023, successfully capturing the majority of towns in northern Shan State and Rakhine State.

The Myanmar National Truth and Justice Party/the Myanmar National Democratic Alliance Army (MNTJP/MNDAA) established governance in Special Region No. 1 by assuming control of towns in the region that had been lost by the military junta to them.

The opening ceremony of the 2024 academic year at the School of Art and Science, School of Technology, and School of Business within the Kachin State Comprehensive University (KSCU) was held on February 19 at the university campus.

Deputy Minister of Education under the National Unity Government (NUG), Ja Htoi Pan, was in attendance and delivered a speech. The ceremony was also attended by officials from the Kachin Independence Organisation’s (KIO) Department of Education, university deans, faculty members, students, and community elders.

Following this, there was an opening prayer and a welcoming ceremony for new students.

Kachin State Comprehensive University (KSCU) was established jointly with the National Unity Government (NUG) and the Kachin Independence Organisation (KIO) in the KIO-controlled area in Laiza.

NUG’s Union Minister of Human Rights, U Aung Myo Min, commented on the military junta’s conscription law, stating, “SAC’s conscription law is nothing less than modern slavery. Rather than enabling Myanmar’s youth to contribute to the nation’s development, the SAC will use this law to squander young people’s potential. It is only trying to shore up its weakening military strategy. It is a cruel and desperate attempt to hold on to power. And it will fail.”

The military junta leader Min Aung Hlaing enforced the conscription law, initially enacted in 2010 by a previous military regime, on February 10, 2024.

The National Unity Government’s Ministry of Human Rights announced on February 19 the initiation of a mechanism for reporting instances of human rights abuses associated with the conscription law implemented by the military junta.

The announcement highlights concerns that the military junta might abduct civilians as porters and forcibly disappear political activists as well as civilians, justifying such actions under the pretext of the conscription law.

To address these concerns and hold perpetrators of war crimes accountable, the Ministry of Human Rights has launched a dedicated web portal, accessible at https://mohr.nugmyanmar.org/forced-military-service-call/, where individuals can report violations related to the conscription law. Additionally, for individuals facing difficulties filing complaints through the website, the ministry has provided a form that can be filled out and submitted via the ministry’s official social media channels.

The Ministry of Home Affairs and Immigration (MOHAI) of the National Unity Government (NUG) held its fourth meeting of 2024 with township people’s administrative bodies from Bago, Ayeyarwady, Yangon, and Tanintharyi Regions on February 19.

During the meeting, the Director General of the Department of Public Affairs under MOHAI delivered an opening speech, outlining the department’s operations. Subsequently, members of the attending township people’s administrative bodies provided updates on ground-level processes and challenges, which were addressed by relevant officials.

Attendees at the meeting also included officials from the Police Department, Fire Service Department, Immigration Department, and Department of Special Investigation.

In a statement issued on February 19, the Karen National Union (KNU) calls on the young generation and the entire population of Myanmar to resist the military junta’s illegal conscription law through political defiance, active involvement in revolutionary organizations, and collaboration in various forms. The KNU asserts that the military junta lacks the legitimate authority to impose such laws.

The KNU emphasizes that people are not obligated to adhere to these illegal laws, as the junta’s forced recruitment of the younger generation into military service is dragging them into the depths of war. The KNU states that only with the complete eradication of military dictatorship in Myanmar can the junta’s oppressions, killings, attempts to disunite the people, and efforts to drag the entire country into war be eliminated. Encouraging the youth to oppose the junta’s illegal actions through innovative and creative means befitting their generation, the KNU assures its support in whatever capacity it can offer from its respective sectors.

The Nway Oo Hi family announced on February 19 that the highest grand prizes of the new edition of Nway Oo Hti (Spring Lottery) will include a first prize of 500 million kyat, a second prize of 200 million kyat, a third prize of 100 million kyat, and a special prize of 50 million kyat.

Tickets for the new edition of the lottery will be available for purchase at 2,000 kyat each.

Squadron 5 of the People’s Defence Force (PDF) Battalion 3802, based in Thayarwaddy District, reported conducting four ambushes against advancing military junta forces in the Bago Range, Min Hla Township, resulting in the deaths of around 40 troops.

The operation occurred on February 18 morning, targeting an infantry column of about 40 junta troops using mines and light arms. In the initial ambush, 15 junta troops were killed and 7 wounded. A subsequent attack on a vehicle retrieving casualties and wounded with 40 mm artillery led to a 20-minute exchange of gunfire, potentially resulting in another 10 junta troop fatalities.

A clash with a reinforced junta column around 3:00 p.m. resulted in the deaths of five more junta troops. Tragically, a PDF member also fell during the confrontation. Battalion 3802 noted that the targeted junta troops were from the 1st Infantry Battalion, based in Min Hla, along with junta troops from the Pyay Defence Industry and junta-affiliated militia.

Additionally, reports indicated that junta troops had abducted civilians for use as human shields.

Combined revolutionary forces, including the People’s Defence Force (PDF) and the Student Armed Force (SAF), launched an offensive against a joint military junta column consisting of approximately 40 troops from the North West Military Command (Na-Ma-Ka) and around 30 troops coming out from Kan Swei village in Budalin Township, resulting in significant casualties among the junta forces.

The column faced a mine attack upon entering Myo Paw village, engaging in the indiscriminate firing of small and large weapons. Subsequently, the junta forces continued to raid Myo Paw village, setting fire to approximately 20 houses. As the combined revolutionary forces pursued the junta column in the village, the junta forces retreated to the southern part of the village and triggered pre-planted mines laid by the revolutionary forces, leading to additional casualties.

The operation was a collaborative effort involving the Student Armed Force (SAF), the 24th Battalion of the People’s Defence Force (PDF) in Monywa District, and the Budalin Township People’s Defence Team.

The People’s Defence Force (PDF) Squadron 2, known as Tha Lar Wati Defence Force (TLWDF) in Monywa District, reported on February 19 that they successfully executed a guerrilla attack on military junta troops conducting patrols in Monywa Town.

The attack resulted in the severe injuries of two junta troops, and the PDF forces seized two MA3 rifles. The operation was carried out in collaboration with Monywa M4.

On the morning of February 19, the Ye Bhilu force launched an attack on the military junta’s checkpoint located at Khan Thin Bridge in Ye Township, Mon State.

The group’s leader and commander asserted that junta troops were involved in extortion activities, collecting money from travelers at the checkpoint. During the attack, four junta troops were reported to have been killed. However, the Ye Bhilu force was unable to confiscate enemy weapons due to the strong counterfire from the military junta , which used heavy weaponry.

Despite the exchange of gunfire, the Ye Bhilu members managed to retreat unharmed.
