1. The Ministry of Home Affairs and Immigration held a meeting with the township people’s administrative bodies of Sagaing, Magway and Mandalay Divisions
On December 4, at 10:00 a.m., the meeting between the NUG Ministry of Home Affairs and Immigration (MOHAI) and the township people’s administrative bodies of Sagaing, Magway and Mandalay Divisions (24/2023) was held.
At the meeting, Deputy Minister U Khu Hte Bu, Ministry of Home Affairs and Immigration, gave an opening speech.
Following, the Associate Permanent Secretary of MOHAI explained the activities and future plans of the ministries, and the attending members of the township people’s administrative bodies exchanged views with relevant officials regarding the policies, direction, ground administrative activities, difficulties, and challenges encountered on the ground.
The meeting was attended by Deputy Minister U Khu Hte Bu, Associate Permanent Secretary, officials from the Public Administration Department, Police Department, Fire Department, Immigration Department, and Department of Special Investigation, and members of the township people’s administrative bodies of Sagaing, Magway and Mandalay Divisions.
2. Coordinated meeting of the people’s administrative body of Mingin Township was held
It is reported that the coordinated meeting of the people’s administrative body of Mingin Township, Sagaing Division, was held on December 3, 2023.
In the meeting, they discussed the issues of forming a township resource group in accordance with the Ministry of Natural Resources and Environmental Conservation (MONREC), carrying out resource activities in the township, and allocating the taxes collected by the township’s administrative body.
The meeting was attended by the leaders of Mingin Township’s people’s administrative body and those in charge of affairs.
3. During Operation 1027, 309 people were killed due to targeted attacks on civilians by the terrorist junta
The Ministry of Human Rights of the National Unity Government announced on December 4 that 309 civilians were killed as a result of targeted attacks on civilians by terrorist groups during the nearly one-month Operation 1027.
The terrorist group carried out 244 targeted attacks on civilians, killing 309 innocent people and injuring 413.
The terrorist military junta conducted 212 attacks on buildings, including hospitals, clinics, schools and religious buildings, and committed 11 mass killings of 5 or more people.
According to the statistics collected during Operation 1027, there were 376 human rights violations by the Military Council, 24 cases strong enough to be prosecuted in international courts, and 24 cases sent to the IIMM for action in international courts.
In the first month of 1027 operations, at least 525 clashes occurred in the Northern Shan, Sagaing, Mandalay, Rakhine, Chin, Karen, and Karenni regions. During that clash, the terrorist military junta suffered a lot of casualties, the battalions surrendered, and the situation on both sides deteriorated. In that situation, it was found that, as a terrorist military group targeting civilians and committing violence, more killings and burning of public property had occurred.
The Ministry of Human Rights had systematically gathered information from the ground and made it available to the public, but there may be more on the ground.
While remaining committed to the objectives of peace and justice, the Ministry of Human Rights will make every effort to prosecute the terrorist military group for their crimes in order to establish equality for all people.
4. Thai Foreign Minister said that Thailand is ready to receive Myanmar war refugees
The Bangkok Post reported on December 3 that Thailand is ready to receive Myanmar war refugees, according to Thai Foreign Minister. It reported:
“The government is ready to build shelters along the border to receive refugees in the event that fighting in Myanmar escalates further, according to Foreign Affairs Minister Parnpree Bahiddha-Nukara
Confirming the readiness, the minister said on Sunday that the government was monitoring the situation in Myanmar and was calling all parties concerned to cease hostilities and negotiate as soon as possible.
“Under the present situation, [an influx of refugees] is unlikely. But from now on, if violence increases, there might be refugees going in all directions, not only towards Thailand,” the foreign minister said.
Mr Parnpree commented that he had not received any reports of a proxy war in Myanmar.
Fighting between Myanmar government forces and ethnic troops was reported in Myawadee on Saturday and many businesspeople and cargo trucks stranded in the border town. The battlefield was about 10 kilometres from Mae Sot district of Tak province, which borders Myanmar.
Lt Gen Prasarn Saengsirirak, commander of the 3rd Army, said the ongoing situation in Myanmar were yet to have any impact on Thailand, but if refugees crossed the border, they would receive humanitarian aid.
Soldiers were standing guard to protect Thai territory and the ruling Myanmar junta was cooperatiing to prevent infringement on the kingdom, he said.”

5. KNU confirmed that they have captured Mone Town
The KNU has confirmed that all military council camps in Mone Township, Bago Division, were captured at 5:30 p.m. on December 4, and the area is being cleared with about 1,500 troops.
In the battle, there were casualties on both sides, and KNU informed that many of the military councils, including the battalion commander, had surrendered.
Starting at 11:40 p.m. on December 2, the KNLA and joint revolutionary forces attacked the military council’s LIB-599, LIB-590, Mone Myoma Police Station and bridge gate stations on Mone, and were able to completely capture them at 5:30 p.m. on December 4.
The KNU statement stated that those camps targeted the public and frequently fired heavy weapons at villages, causing casualties and killings, so they attacked the camps in accordance with the public’s will.
The statement continued that it took only 42 hours to capture all the military council camps in the Mone area.
6. The military council locations in Hteesaung Village, Myinmu Township, were bombed by drones
Sagaing District Battalion No (4) – Myaung Special People’s Defense Force (MSPDF) announced on December 4 that with the use of small unmanned aerial drones, they bombed the places where military council forces were stationed in Hteesaung Village on Monywa-Mandalay Road in Myinmu Township, Sagaing Region.
“On December 3, from 9:00 a.m. to 11:00 a.m., we, MSPDF, along with allied forces, dropped 9 Air Bombs on the military camp, hospital, and checkpoint stationed in Hteesaung Village, with the use of small unmanned aerial vehicles.
The operation was carried out by Sagaing District Battalion No (4) – MSPDF, Sagaing District Battalion No (6), Myingyan District Battalion 3 Company 1 – Myay Latt PDF, Myingyan District Battalion 8 – NRDF, and Meiktila District Battalion 3 using “Shar Htoo WAW” combat fixed wing drones. The exact number of casualties on the side of the military council is not yet known,” it stated.
On December 1, Sagaing District Battalion No (4) – MSPDF and allied groups bombed the Myaung police station using “Shar Htoo WAW” fixed wing drones. On December 2, they also attacked the military council forces stationed at the Myanmar Commercial Bank office in Myinmu with heavy weapons and small arms.
7. Helicopters are said to have been damaged in a drone attack on the helicopter field at the Mawlamyine-based Southeastern Regional Military Command
According to the KNDO drone force, the Southeastern Regional Military Command based in Mawlamyine, Mon State, was attacked by using drones to bomb the helicopters, causing damage to them. KNDO Battalion 6 Drone Team notified on the night of December 4.
On December 4, around 2:00 p.m., KNDO Battalion 6 Drone Team and Alpha Bats team informed about the drop bomb attack on the places where the helicopters are kept at the Southeastern Regional Military Command.
KNDO Battalion 6 and the Alpha Bats group attacked 4 locations including the secret residence of the regional commander and the residence of Mon State’s Chief Minister within the compound of the Southeastern Regional Military Command at around 9:30 p.m. on December 2 using drones. Details of the damage caused by these attacks have not yet been released.
KNDO Battalion 6 and Alpha Bats have been persistently attacking the locations of the coup terrorist military council’s camps every day for more than 20 days.
8. The GLOBAL FREEDOM TATTOO CAMPAIGN, led by Aung San Suu Kyi’s younger son Kim, was held in New York
Helping Hands for Burma (H2B) hosted the GLOBAL FREEDOM TATTOO CAMPAIGN led by Daw Aung San Suu Kyi’s son Htein Lin (Kim) at the Pitti Adult Daycare Center in New York City, USA.
The campaign, which was held on December 3 from 1 p.m. to 3 p.m., was attended by Daw Aung San Suu Kyi’s son Kim, the NUG representative to the UK Dr. That Ko Ko, and model May Myat Noe, who delivered a speech respectively via Zoom and took commemorative photos.
Furthermore, during the event, film director Ko Pauk delivered a memorable speech on the Freedom Tattoo Campaign.
Additionally, the H2B team organized a fundraising initiative where they sold temporary tattoos, T-Shirts, Hoodies, and Tote Bags adorned with exquisite dragon tattoos. To add to the festivities, the audience was treated to an array of delicious Myanmar cuisine.
All those who donated to this campaign were given certificates of appreciation with the signature of Daw Aung San Suu Kyi’s son Kim, and the funds received will be donated to the Freedom Tattoo Campaign.
