1. Union Prime Minister urged for more support for military logistics and IDPs
On October 19, Union Prime Minister Mahn Winn Khaing Thann told this at the meeting of the NUG’s Interim Local Administration Central Committee (ILACC) (42/2023).
“In areas with territorial sovereignty, public service activities such as administrative activities should be improved, tax collections should be properly carried out, and support for military logistics and humanitarian activities for IDPs should be carried out more effectively because it is an offensive period for the region. The Ministry of Home Affairs and Immigration and the Ministry of Justice need to make more efforts in order for law enforcement activities to operate well,” said the Union Prime Minister.
Following, attending members of the ILACC explained the completion status of the activities adopted at the meeting (41/2023), future plans and processes that needed to proceed, and the relevant officials discussed them extensively.
Led by Union Prime Minister Mahn Winn Khaing Thann, Union Ministers, Deputy Ministers, Permanent Secretaries, and officials from ministries attended the meeting.
2. 8.5 million kyats donated for Mung Lai Hkyet victims
On October 19, the Ministry of Women, Youths and Children Affairs of the National Unity Government informed that more than 8.5 million kyats had been donated to the Mung Lai Hkyet victims in Laiza, Kachin State.
“Including the donation of 3 million kyats from the Ministry of Women, Youths and Children Affairs of the National Unity Government, donors such as Visionary Support Team (VST), Leo&Theo, NAL&SWH, TD&Friends, DKAM and U Tin Aye have donated a total of 8.5 million kyats to the Mung Lai Hkyet victims in Laiza, Kachin State,” it stated.
On October 9 at 11:23 p.m., a terrorist military junta attacked the IDP Camp located in Mung Lai Hkyet Village, Laiza, Kachin State, from the air as well as firing heavy weapons.
Among those shots, there were powerful bombs that had an impact up to 200 feet from the location of the explosion, killing 30 local people and refugees, including children, and injuring 57 others.

Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, said this at the General Discussion under Agenda Item 71: Promotion and protection of human rights at the Third Committee of the Seventy-Eighth Session of the United Nations. Nations General Assembly, held on 18 October 2023.
“I call on all member states particularly the Security Council members to take decisive actions individually or collectively to help end the illegal military junta and establish a federal democratic union with effective, inclusive and accountable institutions.
Any attacks against civilian areas anywhere is not acceptable. Must stop now. We join others in mourning the loss of innocent civilians in the Middle East,” the ambassador said.
So far, the military junta forces have murdered more than 4,100 civilians since the coup. There have been arbitrary executions of democracy activists following the secret sham military trials.
4. There is a need for weapons and ammunition aids for new PDF comrades of Albino Tiger Column Company-4
On October 19, Albino Tiger Column Company-4 informed that there were weapons and ammunition needed for the new PDF comrades who had arrived at Albino Tiger Column Company-4.
“We are re-teaching basic military training to the new comrades who are joining the Albino Tiger Column Company-4. We, as the Albino Tiger Column Company-4, are in need of funds in order to equip the newly arrived comrades with weapons and ammunition and provide them with food,” it stated.
Albino Tiger Column Company-4 is a people’s defense force that is resisting the military dictatorship. If people want to support Albino Tiger Column Company-4, they can directly contact them through their Facebook page’s messenger and donate.
5. A total of 297 people, including 94 women and 203 men, were arrested by the terrorist junta in Mandalay Region over a period of more than 9 months
On October 19, the Assistance Association for Political Prisoners (AAPP) reported the data it had collected.
“From January to October 19, 2023, (94) women and (203) men; (297) people in total, have been arrested by the junta in Mandalay Region.
On October 13, junta forces arrested Zin Ko Tun from San Pya Ward, in Chanmyathazi Township, Mandalay Region, for allegedly being a PDF member.
In addition, during the stated period, (9) women and (66) men; (75) people in total, were killed by the junta in the Mandalay Region.”
6. The first time humanitarian funds donation by the Spring Bank user families was transferred to the Mung Lai Hkyet IDP Camp near Laiza, Kachin State
On October 19, Spring Development Bank officially announced that the first time humanitarian funds donation by the Spring Bank user families was transferred to the Mung Lai Hkyet IDP Camp near Laiza, Kachin State.
“The humanitarian funds generously donated by the Spring Bank user families for the Mung Lai Hkyet IDP Camp near Laiza, Kachin State between October 10 and 15 are MMK 3,803,306.74, USD 901.21, SGD 1,710, THB 5146.28 and 2 Gold Bar equivalent to an average value of 11,491,562 Myanmar kyats.
The funds have been transferred to the Spring Bank account for the first time so that they can be donated and used according to appropriate processes from the MOHADM Ministry of Humanitarian Affairs and Disaster Management to the organizations on the ground,” it stated. It is reported that the funds collected after October 15 will be delivered a second time.
7. The Taung Nyo Column informed that they were able to purchase more ammunition boxes with the donations from the people
On October 19, the Taung Nyo Column announced that they were able to purchase more ammunition boxes with the donations from the people’s support.
“We were able to purchase more ammunition boxes with the donations from the people’s support. There are still things to be implemented, so we request people to continue to support us,” it stated.
On October 17, according to PRF’s release of the summary of support, the number of support troops who served in September was 7,984 throughout the country, and the amount of support received was US$ 353,628.
8. In Nattalin, the military council column invading by using human shields was intercepted 3 times, killing 6 junta soldiers
On October 19, the Bago Sub-Military Region confirmed the military news that the military council column invading by using human shields was intercepted 3 times in Nattalin, killing 6 junta soldiers.
“The Company 2 (Phoenix DF) of the People’s Defense Force (PDF), Thayarwaddy District Battalion 3801, intercepted the terrorist military council troops invading Nattalin Township, Thayarwaddy District, Bago Division, since October 15 3 times, killing 6 junta soldiers,” it stated.
On October 17, at around 8:22 a.m., Phoenix DF detonated the military council troops that were invading in a column near the Thapyay Pin Thone Lone Pyuu elephant circus, killing 2 military council soldiers.
After that, the military council troops took 18 mahout families and 18 elephants as human shields and while they passed through the mine fields, Phoenix DF comrades shot them with snipers at Nyan Lal Bo Tae Kone at around 12 noon, killing 1 military council soldier.
As the column advanced from Nyan Lal Bo Tae Kone, the Phoenix DF comrades attacked again with mines near Sangyi Village, killing 3 military council soldiers and injuring many more.
9. It is said that 2 Pyu Saw Htee members were killed and 5 injured when they were hit by landmines in Taze
On October 19, the Taze PaKaFa confirmed the military news that 2 Pyu Saw Htee members were killed and 5 were injured in a landmine attack in Taze.
“On October 17, between Inkokekar (Pyu) Village and Sin Nge (Pyu) Village, 2 Pyu Saw Htee members from Sin Nge (Pyu) Village were killed and 5 others were injured by a landmine attack by Taze PaKaFa Circuit-4,” it stated.
On October 19, Pyu Saw Htee members were reportedly carrying out mine clearance on that section of the road.
