Union Prime Minister Mahn Winn Khaing Thann said, “The military method is the most pressuring method to stop the fascist military,” at the meeting of the Interim Local Administration Central Committee (31/2023) held on August 3.
“On all fronts of the Spring Revolution, which started with the leadership of the people, we will see the performance, courage, and valiant spirit of the PDF comrades, joint forces, and it is very respectable and honorable. It is a practical proof that the military council army could not penetrate because of the fighting skills of the comrades. We can clearly see that the successes are being achieved due to the bravery of our comrades. Though the turning point of the revolution does not depend entirely on the military, I think everyone will accept that the military method is the most pressuring method to stop the armed and violent fascist military,” said the Union Prime Minister.
In addition, the Union Prime Minister reiterated that in implementing interim administration, it is important for the administration sector to be able to work, to cooperate with the defense and security sectors to strengthen the chain of command (COC), and that there will be improvements in tax collection and allocation and in cooperation with the LDFs.
Led by Union Prime Minister Mahn Winn Khaing Thann, the meeting was attended by Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Permanent Secretaries, and officials from various departments.

The Prime Minister’s Office of the National Unity Government issued Order No. (45/2023) and dismissed the employees of the Yangon City Development Committee.
The National Unity Government of the Republic of Myanmar has repeatedly invited government employees to stand together with the people and participate in the Civil Disobedience Movement (CDM) and not to continue serving under the terrorist military council.
The Prime Minister’s Office of the National Unity Government is also concerned about the welfare, safety, and freedom of civil servants who have participated in the Civil Disobedience Movement (CDM) since October from various departments that have not been formed yet.
Therefore, employees of the Yangon City Development Committee, who continue to serve under the illegal coup military council, and are pressurizing, threatening, dismissing the CDM employees, suing, and forcing them to repay salary loans that do not need to be repaid in accordance with the law, carrying out all the plans of the military council in Yangon Region, have been blacklisted and dismissed.
3. Union Minister Naw Susanna Hla Hla Soe said that in order to eliminate injustice, the fascist army must be rooted out
Union Minister of Women, Youth and Children Affairs Naw Susanna Hla Hla Soe said on August 3 that the fascist army must be eradicated in order to eliminate injustices.
“We have to learn to listen to what others are saying. We have listened to the “Sexual Violence Committed by the Military Council” conversation held by the People’s Goal. We have listened to CDM captains and KWO teacher Se Se discuss. The fascist army has continuously committed sexual violence till this Spring Revolution. The military officers do not exempt the wives of their subordinates from sexual opportunities. We have heard the confessions of the soldiers who have been subjected to it knowingly. To eliminate these injustices, the fascist army must be rooted out,” said the Union Minister.
According to NUG records, there have been 126 cases of sexual assaults, including Myanmar military personnel since the Spring Revolution.
4. The Interim Local Administration Central Committee (ILACC) held a meeting with the district people’s administrative bodies
On August 3, the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the district people’s administrative bodies (6/2023) was held.
At the meeting, Permanent Secretary of Prime Minister’s Office, a secretary member of ILACC, gave an opening speech.
Following, officials from ministries explained the activities of relevant ministries, and then members of the district people’s administrative bodies exchanged views with relevant officials regarding challenges encountered on the ground, needs, and difficulties.
The meeting was attended by Permanent Secretaries, Associate Secretaries, officials from ministries, and members of the district people’s administrative bodies.
5. The 2nd anniversary ceremony of the establishment of Karenni Nationalities Defense Force (KNDF) Battalion B-09 was held
The Karenni Nationalities Defense Force (KNDF) Battalion B-09 held its 2nd anniversary ceremony of establishment on August 2nd somewhere in Karenni.
During the ceremony, they paid tribute to the fallen martyrs, saluted the Karenni flag, recited the oath of allegiance, and read messages of congratulations from the allies.
After that, the leaders gave encouragement and congratulations to the comrades, and held a grand ceremony as planned.
6. China remains the largest trading partner with the Military Council
ISP Myanmar reported that China remains the largest trading partner with the military council.
In the fiscal year 2022–2023, the value of Myanmar’s foreign trade was 34 billion US dollars. Trade with China was the largest and totaled more than 9.2 billion US dollars. The second largest is Thailand, which is worth almost 6 billion US dollars. In terms of trade by country, China continues to be the largest trading partner.
7. All 8 of the PaLaFa comrades who were involved in raping a female prisoner in detention in Saw Township have been apprehended and are being investigated
On August 3, the Saw Township People’s Administration (PaAFa) officially announced that all 8 of the PaLaFa (People’s Security Force) comrades who were involved in raping a female prisoner in detention in Saw Township have been apprehended and are being investigated.
“In a detention center in Saw Township, a female prisoner was raped by 8 PaLaFa comrades. In that incident, the perpetrators have been prosecuted on June 29, 2023, without being exempt from punishment. All 8 have been arrested and are being examined,” it said.
It is said that special measures will be taken to prevent this from happening in the future.
Saw Township PaAFa said that they deeply apologized to the people for the incident that affected the public’s trust.
8. In Mone Township, without a fight, the LIB 590 opened fire with heavy artillery shells into Mway Twin Village, killing 1 civilian and injuring 3 others, including a small child
It was reported that on August 2, at 3:35 p.m. in Mone Township, the LIB 590 opened fire with heavy artillery shells into Mway Twin Village without a fight, killing 1 civilian and injuring 3 others, including a small child.
Due to the explosion of an 81 mm heavy artillery shell fired by the LIB 590 under the military council on a public house in Mway Twin Village, Sawin Village Tract, Mone Township, Bago Region, a civilian was reportedly killed, and 3 were injured, including a small child.
As a result of the firing, Ma Thida Aye (37 years old) died with a penetrating injury in the armpit and both legs cut. At the same time, U Tin Win (72 years old), Ma Zin Mar Win (39 years old), and Ma Chit Phone Thwe (6 years old) were also injured (not critical).
The terrorist military council is committing various war crimes all over Myanmar every day like this, such as targeted attacks against innocent people, using them as human shields, and planting landmines in public places.
9. During the Muse battle, 10 junta soldiers and militiamen were killed, and the TNLA seized a large number of military equipment
It was reported that 10 junta soldiers and militiamen were killed during the battle in Muse, Shan State, and a large number of military equipment was seized by TNLA.
A fierce battle took place for almost the whole day between the junta troops and the Ta’ang National Liberation Army (TNLA) on August 2 from 10:00 a.m. to 4:30 p.m. near Nar Htam and Gawng Ra Villages in Selan Village Tract of Muse Township in the Ta’ang Military Region Brigade 1.
During the battle, 10 junta soldiers and militiamen were killed, and 13 were injured. A large number of military weapons and equipment were also seized by the TNLA.
The seized weapons and military equipment are – 1 RPG launcher, 20 RPG-7 grenades, 1 MA-1 rifle, 1 AK-81 rifle, 1 60mm launcher, 1 81mm launcher, 40 81mm grenades, 1 machine gun, 5,000 rounds of cartridges, 1 large communication device, and a large amount of other military equipment.
