On December 15, the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Sagaing Division (52/2023) was held and Deputy Minister Sai Khaing Myo Tun attended the meeting. At the meeting, Deputy Minister of Education Sai Khaing Myo Tun and Permanent Secretary of the Ministry of Electricity and Energy, who are also members of ILACC, gave opening speeches respectively.
Following, officials from ministries explained the activities of relevant ministries, and then members of the township people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.
The meeting was attended by Union Ministers, Permanent Secretaries, Associate Secretaries, officials from ministries, and members of the township people’s administrative bodies of Sagaing Division.

The training was held via video conference from 4-12-2023 to 6-12-2023 for union, state, and regional representatives from Karen State, Karenni State, Tanintharyi Region, Bago Region, and Mon State; from 7-12-2023 to 9-12-2023 for MPs from Chin State, Magway Region, Rakhine State, Yangon Region, and Ayeyarwady Region; and from 11-12-2023 to 13-12-2023 for MPs from Kachin State, Sagaing Region, Mandalay Region, and Shan State, with a total of 42 trainees being given training.
In the trainings, local expert U Kyaw Swar gave lectures on the basic concepts of federalism, minority rights standards, devolution, federalism on the distribution of funds, building local governance in diverse communities, and drawing designs for local governance. The international expert lectured on tribal rights and federalism and shared topics such as individual rights and tribal customs, laws, tribal administrative measures, the right to information, important factors for tribal rights, and defining factors of tribal territories.
3. Yaw Defense Force – YDF (Central Training Center) held a ceremony to give personal badges and assign positions to the comrades who graduated from training
It is reported that Yaw Defense Force – YDF (Central Training Center) held a ceremony to give personal badges and rank appointments to comrades who graduated from training.
On December 13, personal badges were issued to the comrades who graduated from the course, and some of the comrades of the Yaw Defense Force who are loyally serving the revolution with their lives, blood, and sweat for the fall of the military dictatorship, were given rank appointments.
After that, the leader of the Yaw Defense Force, Ko Myat Thu, gave rank appointments to the officers and soldiers. The event was successfully ended with the final words delivered to soldiers to give priority to the affairs of Yaw region and the people of Yaw region, to treat the people like parents and to fulfill their duties and responsibilities.
4. 6 million children in Myanmar are in urgent need of humanitarian assistance
The UNICEF Myanmar announced on December 15 that 6 million children in Myanmar are in urgent need of humanitarian assistance. It stated, “6 million children in Myanmar are in urgent need of humanitarian assistance in 2024, amid escalating conflict and widespread instability.”
In addition, it also announced, “Three years into the Myanmar crisis, the country continues to witness an unprecedented escalation of conflict, with children bearing the brunt of unabating violence, grave violations, mass displacement, and the weakening of critical health and education systems.”

It is reported that (13) men from the media sector have been arrested by the junta across the country. The Assistance Association for Political Prisoners (Burma) stated that in its “Daily Briefing in Relation to the Military Coup” updated on December 15, 2023.
It stated, “According to the data collected by the AAPP, from January to December 15, 2023, (13) men from the media sector have been arrested by the junta across the country, with Yangon Region recording the highest number of arrests with (6) people. Among (13) arrests, (10) people are still under detention.
Moreover, during the stated period, (1) women and (6) men; (7) people in total from the media sector, have been given prison sentences under specious charges by courts subservient to the junta, and are still detained in prisons across the country, with Yangon Region recording the highest number of sentences with (5) people.”
6. The terrorist military council troops burned down Thar Si Village in the south of Myaing Township
It is reported that Thar Si Village in the south of Myaing Township was burned down by the terrorist military council troops.
We Love Myaing has confirmed that on December 15 at 12:00 noon, the military council soldiers started burning.
“This is a scene where the terrorist military council troops are burning and destroying Thar Si Village in the south of Myaing Township. The details of the damage are not yet known,” it stated.
Terrorist military council troops and junta lackeys have burned down 70,000 houses nationwide, with the largest number in Sagaing and Magway.
7. In Namhsan, two civilians were killed and houses burned down due to aerial bombardment and firing by the military council
It is reported that in Namhsan, two civilians were killed and local homes were destroyed by aerial bombardment and firing by the military council. The TNLA confirmed the violent acts of the junta on December 15.
“On December 14 and 15, an aerial attack by the Military Council in Namhsan Township of the Ta’ang State Brigade 2 killed one person and destroyed many monasteries, schools and civilian houses,” it stated.
At 11:00 p.m. on December 14, the military council air force bombarded Ngonsaing village in Namhsan Township with jet fighters. As a result of the bombing, 4 houses of U Pho Nyunt, U Ai Htone, U Kham Kyaw, and U Tun Yin were hit and burned, and an old man in his 70s died.
In addition, at 7:00 a.m. on December 15, another bomb attack was carried out in Ngonsaing Village and Namhsan Town. In the attack, 3 houses of U Kan Soe, U Tun Thein, and Daw Shwe Yone and the school of Ngonsaing Village were hit and destroyed. Basic Elementary School in Ngonsaing Village and Sabai Oo shop owned by U Cho Too in Mingalar Ward in Namhsan were hit by the bombs and destroyed.
At around 2:00 p.m., the military council bombarded the military council’s tea leave factory in Namhsan and the factory was burned.
On December 12 at 2:00 p.m., U Kyaw Htay, a resident of Nam Ma Waw Ward, Namhsan Town, was shot dead by the military council troops.
During the battle to seize Namhsan, three local residents were killed and nearly 30 houses were damaged due to air and heavy weaponry attacks by the military council.
8. Drones bombarded the terrorist junta column that came out of Ye-U Township
The YE-U People’s Defense Force (Shwebo District Battalion 14), confirmed on December 15 that they conducted drone bombardment on the terrorist junta column that came out of Ye-U Township.
“Shwebo District Battalion 14 (Ye-U PDF) and allied battalions conducted drone bombardment on the column with an estimated force of around 80 junta soldiers and Pyu Saw Htee that advanced from Ye-U towards Mote Si Village in the west side of Ye-U Township,” it stated.
There were some casualties of the military council’s soldiers in the attacks, and they fired with heavy weapons and small arms, but there was no damage from the side of the revolutionary forces.
9. A policeman who was walking in civilian clothes was arrested in Loikaw, and 12 WY pills were found along with 3 grenades
On December 11, a policeman who was carrying WY tablets in civilian clothes was arrested by KNDF Battalion-5 comrades. 3 grenades, 12 WY pills, 2 mobile phones and some cash were seized from the bag he was carrying.
The policeman, Tin Maung Naing, is one of the policemen stationed at KBZ Bank near South Market, Loikaw Town, who is buying WY pills from outside and reselling them to the troops. In this incident, he was arrested by KNDF comrades while he was walking outside in civilian clothes to buy pills and handed over to the relevant KSP (Karenni State Police).
