1. Union Prime Minister attended the meeting of the Interim Local Administration Central Committee (ILACC)
On October 26 at 10:00 a.m., the meeting of the NUG’s Interim Local Administration Central Committee (ILACC) (43/2023) was held. At the meeting, Union Prime Minister Mahn Winn Khaing Thann, chair of the ILACC, gave an opening speech.
Following, attending members of the ILACC explained the completion status of the activities adopted at the meeting (42/2023), future plans and processes that needed to proceed, and the relevant officials discussed them extensively.
Led by Union Prime Minister Mahn Winn Khaing Thann, Union Ministers, Deputy Ministers, Permanent Secretaries, and officials from ministries attended the meeting.
2. DDOS Attacks on Ministry Websites of the National Unity Government were detected and prevented in time
On October 26, the National Unity Government’s Ministry of Communications, Information and Technology announced that it was able to detect and prevent DDOS attacks on the NUG government’s ministry websites in time.
“Ministerial websites of the National Unity Government have been attacked by DDOS attacks based on three foreign countries: Russia, Ukraine, and China. The IT & Cyber Security Team under the Ministry of Communications, Information and Technology of the Government of National Unity has already set up an alarm system in order to immediately notify these cyber-attacks as soon as the attack begins. Due to such advanced protections, we were able to prevent the DDOS Attack that we have encountered now.
Even though we are facing DDOS attacks almost once a month, there has been no impact on the websites of the National Unity Government due to preventive measures.
The National Unity Government’s Ministry of Communications, Information and Technology is paying special attention to protecting against technical attacks. In the current situation, Myanmar citizens in Russia, China, and Ukraine are unable to access NUG websites, and the IT and Cyber Security Department has temporarily closed those 3 countries.
In addition, we urge the relevant cyber security groups to be aware of this kind of technological violence by the fascist army and to help by identifying and providing information as soon as possible about the large-scale attacks by the coup military council’s IT organizations,” it stated.

On October 26, the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the district people’s administrative bodies of Sagaing and Magway Divisions (9/2023) was held. At the meeting, Permanent Secretary of Ministry of Planning, Finance and Investment, a secretary member of the ILACC, gave an opening speech.
Following, officials from ministries explained the activities of relevant ministries, and then members of the district people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.
The meeting was attended by Permanent Secretaries, Associate Secretaries, officials from ministries, and members of the district people’s administrative bodies of Sagaing and Magway Divisions.

The Deputy Minister of Electricity and Energy represented the National Unity Government at the Open Government Partnership Summit held in Tallinn, Estonia. On October 26, Deputy Minister of Electricity and Energy U Maw Tun Aung said.
“On September 6 and 7, I attended the Open Government Partnership Summit held in Tallinn, Estonia, representing the National Unity Government of Myanmar Ministry of Electricity and Energy. The Open Government Partnership includes governments, international organizations, and civil society organizations from around the world. It is a platform where good examples from around the world can be shared with each other in order to make government governance standards transparent and free from corruption,” the deputy minister said.
Currently, Myanmar is not yet a member country, but the examples of most democratic countries are useful for nation-building.
“In the spring revolution, we also discussed the use of technology, both as members of the revolution and as a government of national unity, to be transparent, responsible and accountable, not from the normal framework of thinking. In particular, they are interested in finding revolutionary funds, and the innovative tax and revolutionary fund systems of the national unity government,” said U Maw Tun Aung, Deputy Minister of Electricity and Energy.
5. 5 civilians from Singu Township and Madaya Township were killed by the junta troops who invaded in column
Wetlet Informational Network reported on October 26 that 5 civilians from Singu Township and Madaya Township were killed by the junta troops who invaded in column.
“On the morning of October 25, 1 flat barge and 1 small barge containing junta troops left from Mandalay Port rose up and landed on the island west of Nge Toe Village in Madaya Township. Then, the junta troops started to burn down civilian houses in Nge Toe Village and Thaphan Daung Village from about 1:30 p.m.,” it stated.
Similarly, 1 ship pulling a barge from Ywar Tharyar (Pyu) Village, Singu Township, came down and met with 1 motorboat that was rising up the river. They fired 4 heavy artillery shells at Kyat Tu Yway Village and Thae Inn Village in Singu Township and then, the junta troops tried to raid the village. At about 5:00 p.m., they burned down civilian houses in Kyat Tu Yway Village again.
After that, 2 dead bodies of people who were killed by the junta troops were found near Kyat Tu Yway Village, which was burned down in Singu Township. Similarly, 3 dead bodies of people were found between Thaphan Daung Village and Nge Toe Village in Madaya Township, which were also burned.
6. Intense fighting broke out between military council troops and TNLA/PDF joint forces near Ommakhah in Nawnghkio Township
Intense fighting reportedly broke out between military council troops and TNLA/PDF joint forces near Ommakhah in Nawnghkio Township, Shan State. According to locals, both sides exchanged fire since the morning of October 26, and travelers are being trapped.
“There is a shooting going on near the Ommakhah railway crossing. The drivers should only travel after checking the road conditions. The fighting is close to Union Road,” a local confirmed.
It is reported that the shooting occurred once in the morning and once in the afternoon.
7. Defense forces attacked military council troops from Nyaungpingyi police station in Salingyi Township this morning, killing 4 junta soldiers and seizing a gun
Bo Swam from the Dar Ma Sai Army (D.M.S.A) confirmed that the operation was carried out in the morning of October 26.
“On October 26, at 6:45 a.m., Dar Ma Sai Army (D.M.S.A) attacked junta troops who were collecting money from the people in Nyaungpingyi, Salingyi Township. 4 junta soldiers were killed, one was injured, and a weapon was seized,” he said.
Dar Ma Sai Army (D.M.S.A) attacked those junta troops while they were on their way to Chindwin wharf to collect money from civilians, and a G3 gun and some cartridges were seized.
8. The Oppressed People’s Revolutionary Force (OPRF – PLA) attacked the military council gate camp at the entrance of Tha Hmone Kone Gyi Village, Natmauk Township, Magway Region, in close range, killing two junta soldiers
On October 26, 2023, at 6:00 p.m., the Oppressed People’s Revolutionary Force (OPRF – PLA) reportedly attacked the military council gate camp at the entrance of Tha Hmone Kone Gyi Village, Natmauk Township, Magway Region, in close range.
During the attack, 2 junta soldiers were witnessed being killed. At this time, it was confirmed that 2 soldiers of the military council were killed and they were searching around the gate camp that was shot at with reinforcements.
The military council troops fired back, but the comrades of Oppressed People’s Revolutionary Force (OPRF – PLA) were able to retreat unharmed.
9. A long-range rocket attack was launched on the military council camp in Dabein Village, Hlegu Township, Yangon Region
Little Hero (YGN) – UG Urban Guerrilla Defense Force announced that they attacked the military council camp in Dabein Village, Hlegu Township, Yangon Region, with long-range rockets yesterday, October 25, 2023.
The rocket exploded near the military council camp, and military council soldiers may have been injured. In the statement, the military operation will be escalated, and the people are informed to avoid places close to the military council troops.
