Myanmar Spring Revolution Morning Fresh News for 2023 August 31

1. Although little progress has been made in more than 2 years, the CRPH announced that they have acknowledged the ASEAN Five-Point Consensus (5PC) as ASEAN’s valid reference 

The Committee Representing Pyidaungsu Hluttaw (CRPH) released a statement on the 44th General Assembly of the ASEAN Inter-Parliamentary Assembly held on August 30th in Jakarta, Indonesia.

The statement included:

“However, there has a little progress during over two years period, we have acknowledged the ASEAN Five-Point Consensus (5PC) as ASEAN’s valid reference and all efforts of ASEAN Chairmanship although non-cooperation by military junta.

Therefore, we respectfully request that the AIPA Member Parliaments urge their respective governments to collaborate among member states for the timely and effectively implementations of the ASEAN Five-Point Consensus (5PC).

We acknowledge that parliamentarians in ASEAN have a critical role while ASEAN has faced several challenging issues. We acknowledge that the AIPA is our common platform to help resolve the challenges in our region as we have established AIPA for all citizens in ASEAN.

However, we need more actions to help secure regional peace, stability, security and development which must be done by strategic collaboration among member parliaments.”

2. Union Minister Daw Zin Mar Aung said that she did not want the scenes and development of Myanmar’s affairs to start afresh when Laos took over as the rotating chairman of ASEAN.

Union Minister Daw Zin Mar Aung said this at a press conference held on August 29 regarding the upcoming processes of the Ministry of Foreign Affairs of the National Unity Government.

“Until the Lao Chairmanship is changed (the new rotating chairman of the ASEAN), what we want to urge and request is that we should not have to restart the existing situation and progress from the beginning upon changing of the chairmanship of one country to another. What we are saying is about the ASEAN Five Points Consensus and the cooperation of the Military Council with the ASEAN. The Military Council has never listened to ASEAN or anyone else. At such a time, we cannot reverse the existing situation like this,” she said. 

Currently, Indonesia is actively involved in Myanmar’s affairs on behalf of ASEAN, but the Myanmar Military Council does not comply with the Five Points Consensus.

3. Union Ministers attended the meeting between the Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Mandalay and Magway Divisions

On August 30, the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Mandalay and Magway Divisions (29/2023) was held.

At the meeting, Union Minister Dr. Win Myat Aye, Ministry of Humanitarian Affairs and Disaster Management (MOHADM), who is also a member of the ILACC, gave an opening speech.

Following, officials from ministries explained the activities of relevant ministries, and then members of the township people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.

The meeting was attended by Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Secretaries, officials from ministries, and members of the township people’s administrative bodies of Mandalay and Magway Divisions.

4. The fifth meeting of the Committee Representing Ayeyarwaddy Region Hluttaw was held

The Committee Representing Ayeyarwaddy Region Hluttaw and the Ayeyarwaddy Region Hluttaw representatives held their fifth meeting on the morning of August 30, according to the Committee Representing Ayeyarwaddy Region Hluttaw.

The fifth meeting of Ayeyarwaddy Region Hluttaw representatives was held on August 30 at 9:00 a.m. with 9 programs. In the meeting, the activities of the committee were explained, the activities of the Parliamentary Affairs and Legal Committee were explained, and general discussions were held.

Then, at 10:30 a.m., the meeting was said to have ended.

5. The IIMM informed that it has received reports that many people have been arrested by Myanmar authorities and are being questioned at interrogation centers

On August 30, the Independent Investigative Mechanism for Myanmar (IIMM) reported that it had received reports of Myanmar authorities arresting substantial numbers of persons and taking them to be questioned at interrogation centers.

“The Mechanism has received reports of Myanmar authorities arresting substantial numbers of persons and taking them to be questioned at interrogation centers. The reports indicate that the authorities have often failed to provide any information to relatives inquiring about the whereabouts of these individuals.

Enforced disappearance includes detaining a person, and then refusing to say where they are or what happened to them, so that they are removed from the protection of the law. It is a crime against humanity when committed as part of a widespread or systematic attack on a civilian population,” IIMM reported.

The IIMM had previously received more than 200,000 contacts and more than 1.5 million pieces of evidence since the military coup.

6. People can register to open a Personal Account through the Spring Development Bank web application

The Spring Development Bank (SDB) informed that people can register to open a Personal Account through the Spring Development Bank web application.

“Don’t be confused by the differences in bank interest rates, money import and export restrictions, and many security concerns. There is the Spring Development Bank. People can register to open a personal bank account (Personal Account) through the Spring Development Bank web application with their emails in 3 minutes,” it stated.

Starting August 17, the amount of beta activation will be increased 1 time every 2 days for each 1000 of people who are waiting on the waiting list.

Spring Bank has 4 types of terms for fixed deposit service: (1) month, (3) month, (6) month, and (1) year. People can choose Myanmar Kyat, US Dollar, Singapore Dollar, or Thai Baht and deposit according to their preferences, with the highest annual interest rates up to 11%.

7. People can participate and donate to the “Let’s Protect with Armor to Fight Together” campaign with NUG Pay

On August 30, NUG Pay announced that people can participate in the “Let’s Protect with Armor to Fight Together” campaign with NUG Pay.

“In the 13th For Our People campaign, NUG Pay will participate with the people for the Southern Sub-Military Region 2 – Special Operations Battalion and the Asho Chin Defence Force – ACDF,” it stated.

Donations will be accepted from August 30 until September 12, 2023, and will be delivered to the ground.

8. More than 30 junta soldiers were killed and more than 50 were injured in the Thantlang operation, and some of the weapons and ammunition were seized by the Chin Revolutionary Joint Forces

The Chinland Defense Force-Thantlang (CDF-Thantlang) released a military report on August 30 that more than 30 junta soldiers were killed and more than 50 were injured in the operation in Thantlang, Chin State.

It is said that on August 27 and 28, five camps occupied by junta soldiers in and around Tat Kon in Thantlang, as well as two other junta camps in the city and the Auto Tower valley between Hakha and Thantlang were attacked.

During the fighting, more than 30 junta soldiers were killed and more than 50 were injured, and 5 weapons and bullets were seized.

15 comrades from the Chin Revolutionary Joint Forces were killed in the Battle of Thantlang.

9. A clash broke out between the defense forces and scout troops of the military council army who were illegally smuggling the public woods from Sithu wood field in Yinmarbin Township, killing 7 junta soldiers

On August 30, the military news was confirmed by ULF (Union Liberation Front).

“At around 10:15 a.m. on August 29, the scout troops (estimated strength of 35) from the military council army, who were unlawfully stealing public property from the civilian houses in the vicinity of the forest were ambushed near the forest,” it stated.

The battle lasted only 15 minutes, and it is reported that at least 7 junta soldiers were killed and at least 7 were injured.

The ULF comrades were able to retreat unharmed, and one MA-11 rifle, 3 magazines, 3 bulletproof vests, 3 mobile phones, 1 cross bag, 1 wallet, 135,000  kyats, 50 Thai baht and some stolen gold items were seized.

The operation was led by ULF (United Forces) Column Commander Ko Naing Min, and the joint mission was carried out by Comrade Column, KLG Column, Alpha Column, and regional alliance forces such as B.21 KANI-PDF (Yinmarbin District Battalion 17), PDA (Battalion 35), Bo Na Khan Mway Force, Chindwin GZ PDF and Thay Min Ta Man LPDF.
