Acting President Duwa Lashi La said that the Spring Revolution is a public revolution based on the freedom and interests of the people.

On March 31, Acting President Duwa Lashi La of the National Unity Government said the following at the ceremony of Second Anniversary of Federal Democracy Charter:

“The Spring Revolution is a public revolution based on the freedom and interests of the people. We need to clearly understand that it is not a revolution based on the interests of a particular organization or group. We are just fighting for the freedom of the people, not for the interests of individual groups. We are revolting for the interests of the people. Hence, we quickly achieve a tremendous mass movement. We are holding to the principle of all entities involvement, and we are also based on the standard of collective leadership.”

In addition, the Federal Democratic Charter is a political charter that emerged during the Spring Revolution, and it is said to exist as a political road map towards a new federal democratic union.

2. Union Prime Minister said that the military council’s division will be more severe militarily and politically

Union Prime Minister Mahn Winn Khaing Thann said at the ceremony of the Second Anniversary of the Federal Democracy Charter that the military council’s division will be more severe militarily and politically.

On March 31, Union Prime Minister Mahn Winn Khaing Thann said the following at the ceremony of the Second Anniversary of the Federal Democracy Charter: 

“We, the revolutionary forces, will inevitably face more and more severe military and political divisions by the terrorist military, and will be confused by international pressure. These are just the old ways of the military dictators. This FDC, which gathers all the revolutionary forces, is as important as the main stem for us, and political events that are necessary to continue through this basis and to obtain political agreements based on the union values in a timely manner are important and vital revolutionary processes.”

In addition, Union Prime Minister said that the FDC is a political charter of the Myanmar’s Spring Revolution as well as the centre of the Political Pact of all revolutionary forces fighting for the eradication of military dictatorship.

3. The meeting between the Ministry of Home Affairs and Immigration, the Ministry of Defence, and the People’s Defense Forces was held

On March 30, a meeting was held between the Ministry of Home Affairs and Immigration of the National Unity Government (NUG), the Ministry of Defence of the NUG, the township and district people’s administrative bodies of Sagaing and Magway Divisions, and the people’s defense forces of Sagaing and Magway Divisions.

At the meeting, Union Minister U Yee Mon from Ministry of Defence and Union Minister U Lwin Ko Latt from Ministry of Home Affairs and Immigration gave opening speeches.

Following, at the meeting, Union Ministers and officials from ministries responded to the inquiries raised by the members of district and township people’s administrative bodies and people’s defense forces regarding policies, directions, operations and challenges encountered on the ground.

The meeting was attended by Union Ministers, Permanent Secretaries, Associate Secretaries, relevant officials from ministries, township and district people’s administrative bodies of Sagaing and Magway Divisions, and people’s defense forces of Sagaing and Magway Divisions.

It is reported that an estimated fund of 9.42 million USD was being raised over a period of 15 months through the People’s Revolution Supply Family.

On March 31, the NUG’s Ministry of Defence released a report regarding the distribution of funds raised by the PRF – People’s Revolution Supply Family.

It stated that the ministry would like to express special thanks and honorably record every members of PRF, Fundraisers, and OFP members who have contributed monthly up to this day without fail since the establishment of PRF – People’s Revolution Supply Family Program, which is a fundraising program of the Ministry of Defence of the National Unity Government.

It is reported that the Ministry of Defence has been able to raise estimated fund of 9.42 million USD over a period of 15 months through the People’s Revolution Supply Family (PRF). These funds were used for the food subsidy of battalions of the People’s Defense Force and about 75 percent of the total fund was able to be distributed.

The Ministry of Defence also informed that the funds from the People’s Revolution Supply Family Program will be accepted systematically, used mainly for the food security of the battalions and the usage will be reported monthly.

5. 3,000 raffle tickets for the fundraising program “Let’s support CDMs to meet again in Yangon” to provide emergency health care for CDM education staff will be sold

On March 31, Yangon Division’s Basic Education CDM Teachers Network informed that they will sell 3,000 raffle tickets for the fundraising program “Let’s support CDMs to meet again in Yangon” to provide emergency health care for CDM education staff.

“The basic education CDM education staff in Yangon Division are in a lot of trouble when it comes to emergency health. That’s why we are organizing this fundraising raffle program. Raised funds will be used to support basic education CDM education staff in need of emergency health care in Yangon Division,” it stated.

A total of 3,000 raffle tickets, priced at 3,000 kyats per ticket, are earmarked and will be sold from April 1 to April 30. The funds raised from selling tickets will be used to support basic education CDM education staff in need of emergency health care in Yangon Division.

6. In the battle to capture the police outpost in Kan Village, Gangaw Township, 5 junta troops were captured alive


According to local news sources, on the afternoon of March 31, 5 junta soldiers were captured alive during a battle to capture the police outpost in Kan Village, Gangaw Township, Magway Division.

“Two helicopters and one fighter jet were used in the military’s attack on us as we fought to take control of the police station in Kan Village, Gangaw Township. Five military council troops were captured alive, and two soldiers from our side were killed,” they said.

According to reports, the police outpost was burned down after being captured, and many policemen from the military council were killed in the battle.

7. The terrorist military troops burned down Aye Tharyar (Byan Kya) Village, Tabayin Township


Tabayin Refugee Support Group reported on March 31 that the terrorist military council troops who were remaining in Aye Tharyar (Byan Kya) Village, Tabayin Township, Sagaing Division, burned down the village.

“The terrorist military troops who remained in Aye Tharyar (Byan Kya) Village, Tabayin Township, are reportedly setting fire to the village, and other terrorist military troops who left Byan Kya Village for Hpa Ya Htwat and Thar Si Villages are also setting fire to Hpa Ya Htwat Village,” it stated.

A total of 4,819 houses were destroyed by the arson attack of the military council troops in Tabayin Township, making it one of the most damaged townships in Sagaing Division.

8. KA-KNDF combined forces attacked the military council’s 287th Light Infantry Battalion (LIB 287), which was advancing towards Ngay Bu Khu Mountain, killing at least 15 members of the military council troops


On March 31, the Karenni Nationalities Defence Force (KNDF) informed about the military news:

“The Karenni Army (KA), KNDF B10 and B15 of KNDF Strategy 6, and KNDF B01, B05, B06, and B07 of KNDF Strategy 4 joined forces to attack the terrorist military troops that marched to Ngay Bu Khu Mountain on the east side of Daw Lyar Khu Village located in the eastern part of Demoso Township, Karenni State, and the fighting was fierce.”

The all-day long battle between the KA-KNDF combined forces and the military council’s 287th Light Infantry Battalion (LIB 287) that marched to Ngay Bu Khu Mountain on the east side of Daw Lyar Khu Village on March 29 and 30 was reportedly fierce, resulting in the deaths of at least 15 members of the military council troops and injuring many others.

Three MA-1 rifles, two MA-2 rifles, a MA-3 rifle, and related ammunition and equipment were seized at the battle, according to the KNDF.
