The Acting President of the National Unity Government, Duwa Lashi La, urged the Kachin Independence Organization (KIO) to cooperate more with the allied forces, including the People’s Defense Force-PDF, as the Kachin Independence Army-KIA, and make concerted efforts in order to bring an end to the oppressive military dictatorship.
This was added in the congratulation speech of Acting President Duwa Lashi La for the 63rd anniversary of the establishment of KIO on October 25.
“Let’s work together to end the military dictatorship with more cooperation between the allied forces. I wish that the KIO will be able to lead from the front for the welfare of the country and the people in the future as well. We respect and take great pride in the relentless participation of the KIO in the role of leading the revolution. We also sincerely congratulate the military achievements of the Kachin Independence Army (KIA). We are very happy and thanks to the KIA Commander-in-Chief for delivering a letter of deep appreciation to the People’s Defense Force (PDF) and allies,” said Duwa Lashi La, Acting President of the National Unity Government.

3. The National Unity Government will hold a town hall meeting in Toronto
Myanmar Human Rights Town Hall Meeting with members of the National Unity Government will be held in Toronto, Canada.
The National Unity Government’s Union Minister for Human Rights U Aung Myo Min, Deputy Minister U Aung Kyaw Moe and Spokesperson of the President Office U Kyaw Zaw Wai will participate in the Town Hall Meeting.
The Myanmar Human Rights Town Hall Meeting will be held on October 28 in George Street, Toronto.
4. The Interim Local Administration Central Committee (ILACC) held a meeting with the township people’s administrative bodies of Mandalay and Magway Divisions
On October 25, at 1:00 p.m., the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Mandalay and Magway Divisions (37/2023) was held.
At the meeting, Union Minister for Labour U Nai Tun Pe @ U Nai Suwunna, a member of ILACC, gave an opening speech.
Following, officials from ministries explained the activities of relevant ministries, and then members of the township people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.
Led by Union Minister for Labour U Nai Tun Pe @ U Nai Suwunna, the meeting was attended by Permanent Secretaries, Associate Secretaries, officials from ministries, and members of the township people’s administrative bodies of Mandalay and Magway Divisions. The meeting successfully ended at 2:30 p.m.

6. CHRO has filed a criminal complaint against ten members of the Myanmar Junta, including top coup leader Min Aung Hlaing, for war crimes in Philippines
The Chin Human Rights Organization (CHRO) officially released that it has filed a criminal complaint against ten members of the Myanmar Junta, including top coup leader Min Aung Hlaing, for war crimes in the Philippines, one of the member countries of ASEAN.
“The Myanmar junta has been formally accused at the Department of Justice in Manila of murdering civilians, mutilating bodies, burning down hundreds of houses, destroying churches and using aid as a weapon of war. In an unprecedented move, five victims from Myanmar’s Chin State have filed a criminal complaint under a landmark Philippine law, requesting Filipino prosecutors to open a war crimes investigation into ten members of the Myanmar Junta, including top coup leader, Min Aung Hlaing,” it stated.
It is said that Filipino lawyers, Romel Bagares and Gilbert Andres, have co-authored a legal opinion making the case for a trial in the Philippines under the principle of universal jurisdiction.
The complaint comes on the second anniversary of the mass arson attack on the town of Thantlang, which was part of an offensive in Chin State in north western Myanmar in 2021 that saw some 2,000 homes destroyed, at least 250 people killed and 60,000 driven into India.
Among the complainants, it includes the daughter of Pu Ral Tu, who was shot and killed by the Burmese army on 29 September 2021 along with his friend, Pu Hram Cung. The two men were murdered as they went to Thantlang, which was under attack by the Burmese army, to bring medicines for civilians, who like them, had fled the fighting.
Another complainant, also speaking on condition of anonymity, is the uncle of Pastor Cung Biak Hum aged thirty, who was killed on 18 September 2021, when soldiers opened fire on him while attempting to put out fires started by the Burmese army. Once killed, his body was mutilated.
The two lawyers included in filing the case said the Philippines’ International Humanitarian Law Act was “a landmark piece of legislation obligating Philippine authorities to prosecute war crimes committed elsewhere on the planet, once formally brought to their attention.”
7. The junta column invading Pauk Township killed 4 local residents and because of their invasion for more than ten days, the local people fleeing the war are facing difficulties
According to locals and defense forces, more than 3,000 local residents have fled to safety in the rain and wind due to the invasion of the military council troops in Pauk Township, Magway Division, for more than ten days.
A military council logistic column of more than 200-strong coming to Pauk from Pakokku started to invade Wet Poke Village in Pauk Township on October 17. On October 18, that column continued to invade Nyaung Yin and Zee Pyar Villages. The junta column killed a local man from Wet Poke and another one from Nyaung Yin Village who were encountered with them during their invasion, but the details are still unknown. Then, on October 22, when the column was divided into three columns from the west of Aing Ma Village, they were attacked by the People’s Defense Forces, resulting in casualties. Because of the damage on their side, the military council troops killed two of the six men who were captured by the column during the invasion, according to Bo Let Yar, an official from the Myaing People’s Defence Force.
As a result of that junta column, more than 3,000 local residents are still fleeing to safety and are in need of shelter and medical assistance due to the continuous rain. If this column were to invade Pauk Township for longer than this, there would be a possibility of food shortages for those fleeing the war, according to a local.
Currently, the military council troops are still stationed in Kyauk Taing Khin Village, and there is a possibility of clashes between the two sides, so more than 3,000 local people are still fleeing.
