Meeting with the National Unity Government, Interim Local Administration Central Committee, and Public Administration Bodies of special administrative regions

There was a meeting between the National Unity Government, Interim Local Administration Central Committee, and the public administration bodies of special administrative regions. On October 16, the National Unity Government, Interim Local Administration Central Committee (ILACC), and Public Administration Bodies of special administrative regions held a dialogue meeting (11/2022).

Union Minister Dr. Win Myat Aye, a member of the Interim Local Administration Central Committee, gave opening remarks at the meeting. After that, departments clarified activities by each sector within the special administrative region such as finance, electricity, communication, tax collection, defense, health, education, and judiciary, including natural resources and environmental conservation. Public Administration Bodies of special administrative regions mutually discussed the difficulties they are facing on the ground and what they want to know. Leaders from the Public Administration Bodies of special administrative regions, members and ministers from relevant Ministries, Deputy Ministers, and Permanent secretaries attended the meeting.

Deputy Minister Naing Kaung Ywut said that the Ministry of Defense has not given permission to collect taxes from PDFs because they are armed. Deputy Minister of Defense said that at the luck draw ceremony of “Chaung U PDF-Project 10K” support lottery tickets held on October 16.  “As for PDFs, they cannot be collected taxes because they are armed. If the tax is to be collected, the tax department must collect it,” he said.

In addition, it is said that if there are cases of arrogant conduct towards the public and crimes committed, the central investigation commission of the Ministry of Defense will handle it. Currently, there are about 300 People’s Defense battalions and more than 250 township PaKaPha groups.

Myitnge-PDF informed that on October 16.  “From the funds provided by the public have been sent as the first expenditure for the MN-PDF group through the management of the Ministry of Defense, National Unity Government,” they said. It is reported that some of these grants were redistributed as pocket money to comrades at the rate of 10,000 kyats per each. Myitnge-PDF said that the rest of the money will be used in order to be able to purchase the main necessary arms and ammunition.  

A military transport helicopter was fired by the CDF-Kanpetlet

On October 16, Chin Defense Force – Kanpetlet said that a military transport helicopter was fired by the CDF-Kanpetlet, the fuel tank burst, and the propeller hit. “It may not have crashed. There may be damage. We are still investigating whether people were hit or not. We know that they are repairing it now,” said CDF-Kanpetlet. On October 16, two military council’s transport helicopters that had been reinforced, were ambushed and attacked from a high place with small arms. In the attack, one of the two transport helicopters reportedly suffered in addition to the fuel tank burst, a propeller was broken.

On October 16, the “Z3 Brotherhood” group informed that they have been distributing SKL semi-automatic weapons to the “PaKaPha Brotherhood” group and Sagaing local PDFs. As an effort to get up again and again from falling down, the “Z3 Brotherhood” group, a total of eight SKL semi-automatic weapons were able to donate to the “PaKaPha Brotherhood” group and Sagaing local PDFs. In the next months, they will try to continue supporting and donating to the brothers in Mandalay and Magway regions.

The Ministry of Women, Youths and Children Affairs announced that during October. As of October 11, 2022, there were a total of 271 women who have fallen due to the violence of the military council, and 110 women have fallen in Sagaing. Also, 37 women from Mandalay and 24 women from Magway have fallen respectively. Moreover, among a total of 955 youth deaths, included 85 young women.

People’s Defense forces and military council troops clashed and fired while laying landmines at the entrance of Monywa city, near the nursing home. One soldier from the terrorist army was killed after being hit in the head. On October 16 at 3:45 p.m., the “Golden Eagle Force-Monywa” confirmed that they clashed and opened fire with the military council troops.

“On October 16, at 3:45 p.m., We laid landmines as soon as our Golden Eagle Force-Monywa received information about the arrival of military council’s vehicles near the nursing home in Monywa city. Then we clashed with the military council troops and fired back at each other,” he said. In the battle, it is said that one of their soldiers was hit in the head and died, and was dragged into the car. It is reported that mines and remote-control equipment were lost due to the firing of the military council troops.
