Union Prime Minister Mahn Winn Khaing Thann said this at the meeting of the NUG’s Interim Local Administration Central Committee (ILACC) (38/2023) held on September 21.
“There is a need for balanced cooperation between the administration sector and the defense sector. We must exercise strict control so as not to create a form of authoritarian rule. It is particularly important for the revolutionary forces who are armed and fighting against the terrorist military council, which has been oppressing the people for years, not to repeat the acts they dislike and are revolting,” said the Union Prime Minister.
Following, attending members of the ILACC explained the completion status of the resolution, future plans adopted at the meeting (37/2023), and processes that needed to proceed, and the relevant officials discussed them extensively.
Led by Union Prime Minister Mahn Winn Khaing Thann, Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Permanent Secretaries and officials from ministries attended the meeting.
2. In August 2023, 430 battles took place in No. 1 Military Region, Sagaing Division, Magway Division, Mandalay Division and Northern Shan State, and 330 enemies were killed

“During August 2023, 430 battles took place in No. 1 Military Region, Sagaing Division, Magway Division, Mandalay Division, Northern Shan State, resulting in 330 enemy casualties and 454 injuries.

8 different weapons, 4 drones, and a lot of ammunition were seized from the enemy.

5. Foreigners can also buy plots of land from the Spring Pyin Oo Lwin project
The End of Dictatorship (EOD) announced on September 21 that foreigners will also be able to purchase plots of land from the Spring Pyin Oo Lwin project.
“Currently, more than half of Pyin Oo Lwin Township’s territory is owned and managed by terrorist military and its affiliates. According to estimates, the area of land occupied by the terrorist military is more than 4,000 acres within the boundaries of Pyin Oo Lwin. About 300 acres of land near the Military Institute of Technology is planned to be developed for commercial use and residential housing.
100 ft x 200 ft plots for commercial use will be developed on the side of Mandalay-Lashio Road. Inside the project, 40 ft x 80 ft plots, 80 ft x 80 ft plots and 1 acre plots will be developed and sold as residential plots.
People will be able to own the land, and buy it at a value of about one-third of the market price, and the payment will be divided between the revolutionary period and the post-revolutionary period.

6. TNLA informed that the battle between the military council troops and TNLA continues to intensify in Muse and Kutkai
On September 21, the Ta’ang National Liberation Army (TNLA) informed the military news that the battle between the military council troops and TNLA continues to intensify in Muse and Kutkai.
It is said that since September 21, at 5:00 a.m., fierce battle broke out between the military council troops and the Ta’ang National Liberation Army – TNLA in Ta’ang State Brigade 1 Military Region, Muse Township, and Brigade 5 Military Region, Kutkai Township.
At about 5:00 a.m. this morning, the battle started to break out between the TNLA and the joint forces of military council troops from LIB-419 under the 99th Division and militia groups that were invading where the TNLA was situated from Kawng Ra Village, Muse Township, near Lwegel Lao Village.
In addition, at 12:30 p.m., the battle continued to break out fiercely between the TNLA and the joint forces of the military council troops from LIB-574 and LIB-577 under MOC-17, and IB-45 under Northeastern Military Regional Command, and militia groups near Kho Mone Village, Kutkai Township.
Also on September 20, a fierce battle broke out throughout the day between the TNLA and military council troops near Hseng Hkawng Village, Muse Township, and Kho Mone Village, Kutkai Township. The military council fired with heavy artillery 65 times from Lwegel Lao, 105-mile, and Nam Hpat Kar camps upon Na Htan Village, Man Kan Village in Muse, and Kho Mone Village in Kutkai.
Similarly, on September 21, the military council troops from the Lwegel Lao and Nam Hpat Kar camps fired more than 70 times with heavy artillery near the village where the fighting took place and the place where the people live.
On September 20, due to the unprovoked firing of heavy artillery by the military council without fighting, 3 residents of Upper Nyaung Kone Village were injured and 1 was killed.
Between July 23 and September 21, a total of 56 battles broke out between the military council troops and the TNLA.
7. The military council column invading the Bago Yoma was attacked with 8 improvised mines, killing 2 junta soldiers and injuring 2
The Bago Region PDF (Bago Sub-Military Region) released the military news on September 21.
“On September 16, at around 1:00 p.m., the Eagle Force of the Paungde Township People’s Defense Force (PPDF), Company 3 of the Pyay District People’s Defense Force (PDF), Battalion 3601, detonated eight improvised mines on a column of 28 troops of the terrorist military council column from Thein Kone towel camp hill that invaded Bago Yoma in Paungde Township, Pyay District, Bago Region, when they arrived at the area of the mine field near Shaw Phyu Creek at the border of Yoma,” it stated.
As a result of the mine attack, 2 terrorist junta soldiers were killed on the spot and 2 were seriously injured. It is said that the military council forces buried the dead, carried the wounded, and continued to march towards Pyar Gyi Taung.
In the mine attack, the People’s Defense Forces were able to retreat safely.
8. Defense forces attacked and captured the hill camp of the military council, and Pyu Saw Htee was stationed near Kant Thet Village in Gangaw Township, seizing weapons and ammunition

“On September 18, at about 4:30 a.m., the hill camp of the military council and Pyu Saw Htee stationed near Kant Thet Village in Gangaw Township, Gangaw District, Magway Division, was attacked by alliance forces of Gangaw District Battalion 7, 18, and 19, CDF – Mindat Battalion 2 and .Pontaung Galon & Pone Nyar Storm PaKaFa,” it stated.
The battle lasted for about 20 minutes, 2 Pyu Saw Htee members were injured, and 3 members of the military council and Pyu Saw Htee were reportedly killed.
The rest of the military council troops left the camp and ran away. During the battle, 9 carbines, 6 greener, 18 carbine magazines, 7 MA magazines, 900 carbine cartridges, 200 greener cartridges, 150 MA cartridges, and 5 Enaga bombs were seized.
9. The military council soldiers, who had stationed overnight in Thadon Village, Myaung Township, came out to the west of Thadon Village and hit a mine somewhere along the road
On September 21, the military news was confirmed by the Peacock Warriors Myaung Guerrilla Force.
“On the night of September 20, the military council soldiers that had stationed at Thadon Village in Myaung Township, came out this morning to the west of Thadon Village. The Peacock Warriors had prepared in advance and when the soldiers of the military council came to the minefield with three cluster mines, we detonated the mines.
The military council soldiers returned fire and their casualties are still being confirmed.
The allied groups that reinforced when the Peacock Warriors were exploding landmines were the Civilian’s Defense & Security Organization of Myaung (CDSOM), Sin Yaing Column-Myaung, Sagaing District Battalion 2, Company 3 of Sagaing District Battalion 6, and Myaung Union Army (MUA).
