1. NUG’s Interim Local Public Administration Central Committee meets with the Public Administration Groups from Magway and Sagaing Regions
On February 24 at 9:00 a.m., the NUG’s Interim Local Public Administration Central Committee held a meeting (8/2023) with the Public Administration Groups from Magway and Sagaing regions.
The Union Minister of Labor Nai Tun Pe (b) Nai Suwunna, a member of the Interim Local Public Administration Central Committee, delivered the meeting’s opening remarks, and the attending officials from various departments clarified the ministry’s activities. Then, the Public Administration Groups from the Magway and Sagaing regions discussed the difficulties they were facing on the ground and what they wanted to know, to which the relevant officials responded.
Union Ministers who are members of the Interim Local Public Administration Central Committee, Deputy Ministers, Permanent Secretaries, Joint Permanent Secretaries, officials from various departments, and leaders and members of the Public Administration Groups from Magway and Sagaing regions attended the meeting.
2. Union Minister Dr. Zaw Wai Soe says NUG has already considered honoring CDMers
Union Minister Dr. Zaw Wai Soe said that we have already considered honoring CDMers. The Minister of Education said the following at a public meeting in February:
“I’ll tell you about CDM and non-CDM policies at once. There is no need to say anything special to honor CDMers. We have already considered not only CDMers’ but also their children’s future security.”
Moreover, the Minister said that the CDM policy would be changed into law and that all non-CDMers would not be taken to action but the commitments would be included.
3. A discussion on “Natural Disasters and Disaster Risk Reduction” will be held on February 26
It is reported that a discussion on Natural Disasters and Disaster Risk Reduction will be held on February 26. The Ministry of Natural Resources and Environmental Protection of the National Unity Government will hold a discussion on “Natural Disasters and Disaster Risk Reduction” on February 26, 2023 (Sunday) at 7:00 p.m. Myanmar time.
In the discussion, Union Minister Dr. Win Myat Aye of the NUG’s Ministry of Humanitarian Affairs and Disaster Management and an external disaster management expert will discuss natural disasters, the importance of disaster risk reduction, and how individuals can participate in it. The discussion will be broadcast live on the NUG Ministries of Natural Resources and Environmental Conservation, Humanitarian Affairs and Disaster Management, Public Voice Television, and Radio NUG’s Facebook pages.
4. The terrorist military council declared martial law in 47 townships
It has been reported that the terrorist military council declared martial law in up to 47 townships. On February 23, Data for Myanmar stated as follows:
“On February 22, the military council announced that Shwebo, Wetlet and Ayadaw townships in Sagaing Region would be under martial law. Therefore, martial law has been declared in 47 townships as of February 23, 2023.”
The junta will continue to weaken the people’s power by bullying the public and committing atrocities in their uncontrolled territories, enforcing martial law and military justice, according to Union Prime Minister Mahn Win Khaing Than speech at the cabinet meeting.
5. ANNI requested to withdraw an invitation to MNHRC to attend the Global Alliance of National Human Rights Institutions (GANHRI)’s annual meeting
It is requested to withdraw an invitation to the Myanmar National Human Rights Commission (MNHRC) to attend the Global Alliance of National Human Rights Institutions (GANHRI)’s annual meeting. On February 23, the Asian NGO Network on National Human Rights Institutions (ANNI) sent one open letter to GANHRI. The objection letter is as follows:
“The Asian NGO Network on National Human Rights Institutions (ANNI) and our Independent National Human Rights Institutions (Working Group) strongly oppose the invitation to the MNHRC to attend GANHRI’s annual meeting in person in Geneva, Switzerland, from March 14 to 16, 2023. Since the illegal coup began on February 1, 2021, the MNHRC has only served as an institution representing the failed regime. We strongly request that you withdraw your invitation because MNHRC is involved in terrifying human rights violations and brutal crimes committed by the military group against the people of Myanmar.”

7. Defense forces attacked the military council’s Sabal Nant Thar-based camp on Shwebo-Myitkyina Road
It has been reported that the military council’s Sabal Nant Thar-based camp on Shwebo-Myitkyina Road was attacked with heavy weapons. On February 24, the Red Eagle Force confirmed the military news as follows:
“On February 23, local PDFs and Red Eagle (Kanbalu) forces fired seven heavy weapon shots at the military council’s Sabal Nant Thar-based camp on the Shwebo-Myitkyina Road.”
According to the report, the shell exploded inside the camp, killing one member of the junta forces with the rank of captain and injuring many others.
8. Four junta forces killed in the attack on the Nyaungpinsauk immigration office, Monywa city
In Monywa city, the junta troops stationed at the Nyaungpinsauk immigration office were attacked with RPG-7, killing four soldiers instantly. On February 24, Monywa District People’s Defense Force (Chindwin Attack Force) confirmed as follows:
“The junta troops stationed at the Nyaungpinsauk immigration office in Monywa city were attacked with RPG-7. Four junta forces were killed on the spot due to the attack.”
The operation was jointly conducted by Monywa District People’s Defense Force (Chindwin Attack Force) Battalion-2, Battalion-3, Battalion-4, Special Commando Force (Monywa The Boys), Monywa District Battalion-4, Division-4, Teachers People Defense Force PDF, Monywa District Battalion-7 (Lightning People Defense Force), Mawlaik District Battalion – 2, Spring Dove, Garuda King, JJF, and PDF – South Monywa.
9. YRF requests the public to send objection letters to the Yellow Claw group
YRF has requested the public to send objection letters to the Yellow Claw group, which will participate in the Rangoon Thingyan Festival. On February 24, the Yangon YRF informed the public as follows:
“The military council has been working on multiple ways to activate its governance mechanism, including holding events and attempting to crowd people. They intend to hold a festival during Thingyan, inviting international DJs from groups and individuals with whom they do business. The Rangoon Music Festival is one of those events. We, revolutionary forces, have sent the following email to Yellow Claw Group after receiving the exact news that they have been invited as the headliner of the Rangoon Music Festival. However, there has been no response until today:
“As Yellow Claw Group, we ask you not to be participated in all other concerts that will be held during the revolution, including this one. We also request the public to express their objections by commenting and sending messages on Yellow Claw Group’s email and social media pages,” the Yangon YRF said.
