Google Docs is one of the cloud based application from Google Suites.
Can create document and format as you need.
You can format the fonts and paragraph, inserting picture, inserting tables, format the page setting, page margins, header, footer and background picture.
You can edit as MS word and can add table to contents
Page Setup can be done as Ms Document
Menu File -> Page Setup
If you are inserting the picture then you can use as “pageless” which is no margin
