A meeting between the Union Prime Minister of the National Unity Government of the Union Republic of Myanmar and officials from the Ministry of Human Rights was held on October 28, and Union Prime Minister Mahn Winn Khaing Thann delivered an opening speech.
Then Union Minister for Human Rights U Aung Myo Min led a presentation on the activities, difficulties and challenges of the ministry.
The Union Minister discussed ”the activities of the Ministry, such as recording human rights violations, international action situations, policy actions, educational activities, the ability to investigate complaints, and issues related to reporting human rights violations”.
After that, the officials of the department discussed and presented what they wanted to know, and the Union Prime Minister gave a closing speech.
2. The Committee Representing Pyidaungsu Hluttaw (CRPH) and the Committee Representing Sagaing Hluttaw (CRSH) held a meeting
The Committee Representing Pyidaungsu Hluttaw (CRPH) and the Committee Representing Sagaing Hluttaw (CRSH) held a meeting on October 28, 2023, via video conference.
The meeting was attended by U Myint Htwe, chairman of the Committee Representing Sagaing Hluttaw (CRSH), officials from the Regional Hluttaw Affairs Committee, MPs, U Aung Kyi Nyunt and members of the Committee Representing Pyidaungsu Hluttaw (CRPH).
At the meeting, Union Parliament Representative Committee (CRPH) Chairman U Aung Kyi Nyunt delivered a greeting, and the chairman of the Sagaing Hluttaw gave a speech and explained the completed work and legislative issues of the Sagaing Region Hluttaw.
After that, the attending MPs discussed and negotiated the issues of the parliament, the situation, and the challenges that have changed in the region during the revolution. The meeting ended at 12:00 noon.
3. The junta’s military and police forces use sexual abuses as intimidation and humiliation tactics against many women and girls during interrogations
On October 28, Ambassador U Kyaw Moe Tun said this at the Open Debate on Women and Peace and Security (WPS): “Women’s participation in international peace and security: from theory to practice” held in New York on October 26, 2023.
“Women democracy activists are particularly targeted by the military junta with sexual violence. Hate speech and incitement to sexual violence are directed at prominent anti-coup women leaders both online and offline. The junta’s military and police forces use sexual abuses as intimidation and humiliation tactics against many women and girls during interrogations.
Despite all these personal security risks, Myanmar women’s participation in the resistance against the illegal coup and for peace, democracy and human rights have not weakened. In fact, they are a key driving force of the ongoing movement to end the illegal military’s attempted coup and establish a peaceful Myanmar with federal democratic governance based on the rule of law and justice,” said the Ambassador.
Therefore, the Ambassador urged neighboring countries and third countries to support and provide safety to women’s organizations and civil society groups advocating for women’s rights, peace and democracy both politically and in material.
4. The IPU urged to exercise jurisdiction by prosecuting the coup military responsible for crimes against humanity
It is reported that the 147th Assembly of the Inter-Parliamentary Union held on October 27, 2023, called for “the international parliaments to take action to end the impunity of the coup military.”
It stated that, in submitting the report for approval by the Committee on the Human Rights of Parliamentarians of the Inter-Parliamentary Union (IPU), it was submitted that after the 2021 coup, the military committed serious human rights violations, including arresting and imprisoning 72 parliamentarians for no reason, torturing, and inhumane treatment. It is also said that it was dismayed to learn that five national parliamentarians have lost their lives as they attempted to avoid arbitrary arrest.
It stated that it strongly condemned committing such crimes against humanity; it demanded the military authorities release the parliamentarians without delay; and it called on all IPU Member Parliaments to take more action, showing solidarity with the members of the parliament of Myanmar who were elected in 2020, including members of the CRPH.
It also stressed that the widespread and systematic practice of enforced disappearance, imprisonment and torture constitutes a crime against humanity and called on all IPU Member Parliaments to urge their relevant national authorities to exercise their jurisdiction by prosecuting any person responsible for this crime against humanity, in keeping with the principle of universal jurisdiction.
The 147th Assembly of the IPU and its related meetings were held in Luanda, Angola, from Monday, 23 to Friday, 27 October 2023 and Myanmar delegation led by Dr. Win Myat Aye attended the meetings.

6. MNDAA informed that they have captured 3 camps of the Military Council
On October 28, according to The Kokang media report, MNDAA was able to capture 3 military council camps again.
“The MNDAA continued to attack the military council troops and it is known that they were able to capture three military council camps by 10:30 a.m. At around 06:40 a.m., they attacked and captured a military council camp in the Shao Ring Fang region and seized some military equipment and 3 launchers. At around 07:30 a.m., they captured two military council camps in the Nanha area of Monekoe District and seized some military equipment,” it stated.
In addition, the MNDAA intercepted and attacked the military council troops in the Hopang area near Chinshwehaw, managed to defeat many of them, and seized military equipment. According to frontline MNDAA forces, the military equipment has been transported by car 10 times, but many are still left.
7. Two armored vehicles of the Military Council in the Chinshwehaw military area were destroyed, and some of the remaining enemy camps around Chinshwehaw were cleared

In addition, the MNDAA also seized the military base of the coup military council in Yantaw Shan Aing La at 12:00 noon on October 28. At around 2:00 p.m., the MNDAA seized 2 armored vehicles equipped with 14.5 machine guns from the coup military council.
Then, at around 2:20 p.m., the MNDAA forces under Brigade 211 attacked and captured Mar Kyar Ti Pauk Pauk Camp Hill, the militarily important base of the military council in the southern region.
9. Thayarwaddy People’s Defence Force issued a severe warning to Thayarwaddy Prison warden and fellow prison staff
On October 28, the Thayarwaddy People’s Defense Force announced that they had issued a severe warning to Thayarwaddy Prison warden and a group of fellow prison staff.
Thayarwaddy People’s Defense Force stated that the ‘Thayarwaddy warden and a group of his fellow prison staff have been severely warned for beating political prisoners for no reason, restricting food and medicine, prisoners deaths because they were not allowed to receive medical treatment in the prison, and male prison staff entering the women’s dormitory and beating them.
Therefore, Thayarwaddy People’s Defense Force notified to clear the prison warden and a group of prison staff on the spot.
10. The Sintkaing Revolution Force – SRF informed that they have produced a large number of grenades for urban operations
